On October 11, the Inland Waterways Authority of India (IWAI) launched a Roll on-Roll off (Ro-Ro) service in Assam from Neamati to Majuli island. This service will reduce the road route distance of 423 km that trucks take from Neamati to Majuli Island via Tezpur Road Bridge to only 12.7 km with the use of river route. The IWAI has procured a new vessel MV Bhupen Hazarika at a cost of Rs 9.46 crore for the new service. The vessel which is 46.50 meter long and 13.30 meter wide has a carrying capacity of 8 trucks and 100 passengers. The vessel can sail at the speed of 22 km per house. Majuli is one of the biggest riverine islands in the world located on river Brahmaputra and faces serious challenges of connectivity. It has 144 villages with a population of over 1,50,000. The RoRo service was launched in collaboration between IWAI and Assam government.

In order to mark the 125th anniversary of the Battle of Patharughat, the Assam government has announced three schemes – Assam Farmers’ Credit Subsidy Scheme (AFCSS), Assam Farmers’ Interest Relief Scheme (AFIRS) and Assam Farmers’ Incentive Scheme (AFIS) – for the welfare of farmers. On 28th January 1894, approx 140 peasants were killed in an unprovoked police firing while protesting against enhanced revenue. Hence, Patharighat is also known as Assam’s Jallianwala Bagh. Under ‘AFCSS’, whatever amount of loan the farmers took from banks and whatever amount they repaid, 25% of the money will be reimbursed by the state government. Under ‘AFIRS’, currently 3% of the 7% interest against farm loan is paid by the Central government and the remaining 4% is required to be paid by farmers. The state government has decided to pay the remaining 4% loan to give relief to the farmers. Under ‘AFIS’, the state government will pay a one-time cash incentive up to Rs 10,000 for activating the inactive KCC accounts provided the farmers deposits the outstanding loan amounts.

The Ministry of Home Affairs (MHA) has set up a high-level committee to look into the successful implementation of Clause 6 of the Assam Accord of 1985. The committee is headed by a retired IAS officer MP Bezbarauah and includes eminent Assamese personalities from various fields. The Committee will suggest measures to be taken to protect Assamese and other indigenous languages of Assam. It will also recommend the appropriate level of reservations in employment under the Government of Assam for the Assamese people. The panel will submit its report within the six months to the Centre. The move comes at a time when the National Register of Citizens (NRC) is being updated and the Centre is trying to introduce a contentious Bill on citizenship. The Clause 6 of the Assam Accord envisages that appropriate constitutional, legislative and administrative safeguards should be provided to protect, preserve and promote the cultural, social, linguistic identity and heritage of the ethnic Assamese.
